Voter's Choice Act Implementation

Riverside County is modernizing voting and providing voters with greater flexibility and convenience.

On December 14, 2021, the Riverside County Board of Supervisors approved the implementation of the Voter’s Choice Act in Riverside County. The Registrar of Voters team began the official transition to the vote center model by developing an Election Administration Plan (EAP) that built upon what worked for the November 2020 and September 2021 elections.		California Senate Bill 450, the California Voter's Choice Act (VCA), was passed by the Legislature and signed by the Governor in 2016. The law authorizes counties to conduct any election as an all-mailed ballot election provided the jurisdiction provides ballot drop off locations, Vote Centers and conducts outreach. What Changed?

Transitioned to the Vote Center Model

With the adoption of the Voter's Choice Act, Riverside County transitioned to the Vote Center Model. The first official election under this new model was the June 7, 2022 Consolidated Primary Election. Since then, and going forward:

Every registered voter receives a Vote-by-Mail ballot starting 29 days before Election Day
In-person early voting is expanded with several Vote Centers open for 11 days and all Vote Centers open for 4 days, including Election Day
Ballot Drop-Off Box locations are open for 29 days, including Election Day

What is a Vote Center?

Vote Centers replace polling places. Voters can vote at any Vote Center in Riverside County. Some Vote Centers will be open for 11 days and all Vote Center locations will be open for 4 days, including Election Day.

Vote Centers offer voters a full-service voting experience. Voters can:

Drop off their completed Vote-by-Mail ballot
Vote using an accessible ballot-marking device
Receive a replacement ballot (on demand)
Register to vote or update your registration and vote on the same day
Receive voting assistance, including assistance in multiple languages

Election Administration Plan (EAP)

The Election Administration Plan (EAP) describes Riverside County's strategy to administer elections under the California Voter's Choice Act. The EAP communicates the County's plans to conduct voter education and outreach, recruit and select Vote Center and Ballot Drop-Off Box locations, staffing logistics and multilingual services, security and contingency plans, and more.

In preparation for the 2024 primary and general elections, Riverside County is currently working on implementing changes to the Election Administration Plan. 2022 Election Administration Plan

The EAP was first drafted and posted on our website for public review and was open for public comments. The Riverside County Registrar then hosted Public Hearings throughout the County and accepted public comments. The EAP was later amended to include feedback received through the public comment process and submitted to the California Secretary of State (SOS) for approval. The SOS reviewed and approved the Final EAP with modifications. A Final Supplemental EAP was submitted to the SOS for approval. The SOS reviewed and approved the Final Supplemental EAP.
